HOUSE CONCURRENT RESOLUTION NO. 21
(By Delegates Kelley, Manchin, Compton,
Jenkins, Frederick, Campbell, Laird, Susman,
Boggs, Flanigan, Miller and Doyle)
Requesting the joint committee on government and finance, in
coordination with the division of tourism, to make a study
and propose steps to clean up trash and other unsightly
conditions along our roads and highways; to eliminate
dilapidated buildings and rundown properties; and to address
other related detractions from the positive image of West
Virginia and the growth of the state's tourism industry.
Whereas, The citizens of this State are entitled to a quality
of life which includes freedom from offensive materials and
sights upon and along their roads; and
Whereas, The preservation of our state's scenic vistas in
their natural state is of vital importance to the growth of
tourism in the State; and
Whereas, There exists considerable trash upon the state's
highways, together with many dilapidated buildings and rundown
properties; and
Whereas, Trash along the highways, dilapidated buildings and
unkempt properties detract from the positive image of West
Virginia, its quaint communities and villages and the goodness of its people; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby
requested to make a study of the ways and means for the
development of a program for permanent statewide cleanup and land
renewal and make recommendations to the Legislature regarding the
same; and, be it
Further Resolved, That the joint committee on government and
finance report to the regular session of the Legislature, 2000,
on its findings, conclusions and recommendations.
