HOUSE CONCURRENT RESOLUTION NO. 21

Requesting the joint committee on government and finance, in coordination with the division of tourism, to make a study and propose steps to clean up trash and other unsightly conditions along our roads and highways; to eliminate dilapidated buildings and rundown properties; and to address other related detractions from the positive image of West Virginia and the growth of the state's tourism industry.

Whereas, The citizens of this State are entitled to a quality of life which includes freedom from offensive materials and sights upon and along their roads; and
Whereas, The preservation of our state's scenic vistas in their natural state is of vital importance to the growth of tourism in the State; and
Whereas, There exists considerable trash upon the state's highways, together with many dilapidated buildings and rundown properties; and
Whereas, Trash along the highways, dilapidated buildings and unkempt properties detract from the positive image of West Virginia, its quaint communities and villages and the goodness of its people; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby requested to make a study of the ways and means for the development of a program for permanent statewide cleanup and land renewal and make recommendations to the Legislature regarding the same; and, be it
Further Resolved, That the joint committee on government and finance report to the regular session of the Legislature, 2000, on its findings, conclusions and recommendations.
